Will my husband be able to cut the umbilical cord if I am having a c-section?

I am having a scheduled c-section next month and my husband will be coming home from Iraq for it! He's really excited we're a little disappointed we having to have a c-section but what can you do... But what I want to know is will my husband be able to cut the umbilical cord? I never hear anything about the husband's being able to cut the umbilical cord with a c-section. I'm really hoping he can though!!!
