Why PM appoints retired CAG to look into the CWG accounts and not authorise the sitting CAG himself?

The CAG is a Quasi judicial institution. The govt. can not ask it to look into any issues. Asking a retired CAG to look into the problem makes a lot of sense. You can delay the issue sufficiently for the public to forget it. After all the 2G spectrum scam is already forgotten by most people.
